A freshman at Wellington High School, Carter Ouellette shot a 76 to win the 13-14 boys division championship first Fall Series tournament for North Texas Pro Golf Association (PGA) Junior Tour Sunday, Sept. 17 at Palo Duro Creek Golf Course in Canyon. Ouellette plans to compete on the Fall Series Medalist tour through December.
