MEMPHIS — The Hall County Picnic Association recently announced Edgar Lee Bailey as the 2024 Hall County Picnic Parade Marshal.A resident of Hall County since July 1974, Bailey, a native of McLean, received his Bachelor of Science in Animal Science from West Texas State University (WTSU) in 1968.
